Attempted march to Tenacatita beach sparks violence

Two federal deputies from the Institutional Revolutionary Party (PRI) have filed criminal charges after a confrontation with state police near the disputed Tenacatita beach area in southern Jalisco left more than 40 people with minor injuries.

Journalists at the scene say police threw pepper-spray projectiles and bludgeoned locals with batons after a march on Sunday led by legislators David Hernandez and Salvador Caro came face to face with armed officers at the highway security cordon located about one mile from the closed-off beach.

Stand up to the Bully named FEAR

The economy here on Jaltemba Bay, the body of water on which sits our adopted home in Guayabitos, has received a one-two punch this year. I hope it’s not down for the count.

First of all, Mexico received more rain last summer than they have EVER received in a summer before. It was record-breaking. Most news stories have focused on the States of Oaxaca, Tabasco and Veracruz. The devastation is heart-wrenching, if one has not become inured to images of soggy humanity across the hemispheres, east and west.

But there was lots of rain here on the central Pacific Coast north of Puerto Vallarta. In fact the northbound two-lane span of the bridge which takes us from here on Jaltemba Bay to there on bigger Banderas Bay washed away completely. Here we are, not quite cut off from the airport, Sam’s Club and COSTCO (I speak with tongue in cheek), but having to expand our timelines to accommodate time spent confined to one lane each direction.

No lives here were lost on a par with Oaxaca or Veracruz, gracias a Dios, as our neighbors remind us. But being able to make a living has definitely taken a nosedive. Here in the State of Nayarit, for a period of about seven weeks this past summer we received between six and eight inches practically every night. Where does most of that water go? Away! And it carries a lot of infrastructure and landscape with it. “Worse than Kenna,” my friend Chelo intones, nodding her head sadly, referring to the 2002 hurricane from which the local market town of La Penita has never fully recovered. It was only this past winter that further progress was made in clearing the waterfront wreckage from that storm. Kenna came and went, as giant whirlwinds are wont to do. The rain this past summer was relentless, a slow pummeling of a people and economy that were already on the ropes, weakened by bad press revolving around narcotraficante wars and swine flu.

The bruises from this recent pounding are evident. The main roads into both San Pancho and Sayulita, beach towns to the south of us, are still closed. Access to those towns is by pedestrian footbridge in one case and in the other by a circuitous route that bumps and grinds its way through back streets full of potholes. Gas trucks with fresh water and butane have difficulty supplying their customers. This is not great for tourism.

There’s more. The famous surfing beach at Sayulita that attracts winter crowds of experts as well as wannabes is now a sand bar way off shore. The stretch of sand in front of Don Pedro’s Restaurant where rows of cobalt blue cabanas and beach chairs used to stand sentry over the surfers are gone. Water laps at the wall right below your “beach side” table. And the pavement on Highway 200, the artery that connects these beach towns like pendants and beads on a necklace – it can be as unpredictable as that necklace you buy on the beach. Don’t put a lot of stress on it, or it will break and scatter the pieces it’s supposed to hold together.

Number two punch, actually two short jabs right to the gut, were travel advisories issued by both the Canadian and U. S. governments. There’s nothing like putting an official stamp of approval on a rampant case of heebie-jeebies. Every time there is a shooting in Juarez or Tijuana, ten people or more cancel a trailer park reservation in Guayabitos, La Peñita, or Lo de Marcos, all of them over a thousand miles to the south. Yes there is violence along the border, but it is a rare case indeed when touring motorists are involved. On our two trips crossing the border this summer, we had no problems. We hear the same from the friends who have started trickling back into town. Their stories match ours: The Federales were present at many checkpoints, and all were solicitous that Americans and Canadians feel safe and secure in their travels. In our own case, the immigration official at the Columbia crossing west of Laredo was particularly cordial when he stamped our documents. The cleaning lady had had to go wake him up, as we were the first foreign visitors to come through in several hours. He was overjoyed to see us! And for those who are especially cautious, the Green Angels have offered free escort service to anyone who wants it.

So this is directed to those who love this area, who think of it as a second home. Are you a fair-weather friend? Your second home neighbors miss you! Get into the ring and lend a hand. Mexico wants you here. Mexico needs you here. Yes, flights into Vallarta are full of one week vacationers, but snowbirds from the frozen north — snowbirds who spend months here, not days — are the bread and butter of this coast. These are the people who provide fuel for the local economy, a hitherto growing economy fostering a burgeoning middle class, an economy that provided a buffer and defense against those narcotraficante recruitment posters that ask, “Tired of eating beans and rice? Join us!”

Come on! Do your part. Let’s stand up to the bully named FEAR. If you’re going to throw in the towel, do it on the beach!

Apatzingán, Michoacán - President Felipe Calderón declared that one of the ideals included in the 1814 Constitution of Apatzingán, granted to Mexico by José María Morelos y Pavón, was the application of laws to govern the authorities, representatives and citizens equally, with no distinctions or privileges.

“A Constitution that would establish the liberal basis for a person’s rights yet at the same time, subject power itself and its members to the rule of law, which is what he stipulated in the Sentiments of the Nation: that there should be no exceptions or privileges, that the general laws, as noted in Point 13 of Sentiments, includes all, with no exception, privileged bodies and that the latter should only be privileged as regards the use of their ministry,” he said.

On tour in Michoacánn, in the Congress of the Municipality of Apatzingán, the President declared that Morelos never reached an agreement with the enemies of Mexicans. Although the country’s enemies are different nowadays, Federal Government has followed the same conviction, since its duty is to seek equality, safety and protect citizens’ property and their freedom.

“Our duty to enforce laws should always be the most valuable element we take up of Morelos’.

And nowadays, the main threat to the property, freedom and safety of Mexicans is crime. And that is why we are working to ensure that in Mexico and Michoacán there is a degree of safety that will enable us to work in peace and without fear of crime.

And so that they can carry out these everyday activities in an atmosphere of certainty, in which legality and order rule. A climate of certainty and security without which the employment and investment we so need will be unable to flourish,” he said.

Accompanied by state governor Leonel Godoy Rangel and Interior Secretariat Francisco Blake Mora, the President explained that the 1814 Constitution states that a good government is one that always seeks the freedom, equality, safety and respect for everyone and that it was Morelos who stressed that it is only by preserving the law and people’s rights that progress will be made towards constructing a fairer nation.

President Calderón added that nowadays, Mexicans have the right and opportunity to fight to enable our children to grow up in a peaceful country, where they are safe and free from any threat, which is what the Constituents sought.

“Now is the time for action and joint work by all, because I know that we want the best for Mexico. United, Mexicans, following the example of those who gave us our country and freedom, and in the desire to build a future beyond the limitations of the divergence of ideas, will be able to leave the generations of tomorrow a nation of laws that will be both fairer and more equitable,” he said.

Lastly, a nation of laws is the greatest honor and legacy our generation can leave to the upcoming generations and above all, to the Constituents of Apatzingán.

“It will be the greater tribute to all the heroes that enabled Mexico to exist and left us a country and freedom,” he said.

Mexico Birthday Massacre Shows Teen Toll in Drug War

Mexico City - Fourteen teenagers killed at a birthday party Friday. A 19-year-old and 12 others lined up against a wall and shot at a drug rehabilitation center Sunday. Two teenagers and a woman caught in the crossfire between gunmen and soldiers the same day.

These are the casualties over a single weekend in Mexican border states, where youth are being sucked further each day into the drug violence wracking the nation.

While police search for motives, the killings highlight how young people, and even children, are being targeted in each of these incidents. Experts blame a lack of job opportunities – more than 20 percent of Mexican youth don’t have access to jobs or an education – for drawing youths into an increasingly violent underworld. Armed to the teeth, they become both victims and victimizers in bloody turf battles.

“There are plenty of young people who aren’t involved in criminal activity, but maybe their neighbor, or friend, or schoolmate is, and when they go to a party all of them are targeted, including children,” says Roberto Bermudez Sanchez, a sociologist at Mexico’s National Autonomous University in Mexico City.

In places like Ciudad Juárez, there is an even greater desolation. Forty-five percent of residents aged 13 to 24 don’t work or study, says a March report from Colegio de Frontera Norte. A quarter of the city’s homicide victims falls in that age range.

Not the first birthday massacre

Gunmen fired on the crowd at Friday night’s birthday celebration in a lower-middle class neighborhood after demanding party-goers hand over someone named “el Raton” (the Mouse), officials said. It's unclear if the person escaped, was killed, or was even at the party, according to police.

The birthday massacre in Juárez is not the first in the city. Fifteen youths were slain in a similar fashion in January, sparking a nationwide outcry. The federal government responded by setting up an extensive social program known as Todos Somos Juárez ("We are All Juárez").

But since then similar slayings have occurred repeatedly, with another just last month when six people were killed at a private party. In the northern city of Torreón, another mass murder at a birthday party took place in July, after a prison chief allegedly armed inmates and released them from jail to carry out the brutal killing.

Prof. Bermudez says young people can easily be drawn into organized crime when violence becomes a daily occurrence for them, but it is much more difficult to escape. Sunday's shooting at a drug rehabilitation center in Tijuana, which left 13 people dead, may have been motivated by concerns that reformed addicts could give cartel members up to authorities, he says.

'This is just beginning'

News reports, however, suggest the attack may have been a reprisal against the recent seizure of 134 tons of marijuana in Tijuana (up from the original estimate of 105 tons). Reforma newspaper reported that a message broadcast on police radios following the shooting said: “This is just beginning.”

Some experts say officials are quick to paint youths as criminals as a way of ignoring important cases. The victims of January’s birthday shooting were first tarred as possible traffickers before the federal government changed abandoned those claims following public criticism.

Mexico's drug war, which has killed more than 28,000 people since 2006, has targeted adults and youths alike, says Ignacio Irazuzta, a sociologist at the Monterrey Technological Institute in the northern city of Monterrey. “Young people involved in criminal activity who are killed can no longer be considered victims?”

Marisol Valles Garcia, a young woman named police chief of a Mexican border town gripped by drug violence, is garnering attention and promising a new approach.

Mexico City - Some may call her foolhardy. But 20-year-old Marisol Valles Garcia, the young college student who has just accepted a job as police chief in a troubled border town in Mexico, has garnered praise around the globe for being fearless.

“A wonderful example.” “An inspiration.” "A role model for young girls." These are some of the comments floating across social media networks. And judging from the news coverage – with her story posted in newspapers and heard on radio programs from England to Russia – the young wife and mother is bringing hope far beyond the town, Praxedis G. Guerrero in the northern state of Chihuahua, where she will be on patrol.

In towns such as hers, gripped by violence connected to the drug trade, "police chief" is often the hardest job to fill. Heads of forces are commonly killed off in turf wars between rival traffickers – sometimes because they are moonlighting for one gang, other times because they are standing in the way of lucrative sales. At times, entire forces have quit en masse in frustration and fear.

But Ms. Valles Garcia, who is finishing her degree in criminology, says that the community must overcome fear and bring morals and values back to a ravaged corner of Mexico. "Yes, there is fear," she told CNN en Español Wednesday in an interview. "It's like all human beings. There will always be fear, but what we want to achieve in our municipality is tranquility and security."

Her posting comes as public officials have faced new threats from drug-trafficking organizations. The lead investigator looking into the death of an American tourist in Tamaulipas was recently beheaded. Political candidates have been assassinated. So far this year, roughly a dozen mayors have been killed.

Praxedis G. Guerrero is located in the once peaceful Juarez Valley, just 35 miles south of Ciudad Juarez, the most dangerous city in Mexico, where more than 28,000 people have been killed in drug-related violence since 2006. It is now seeing a mass exodus of residents amid violence between the Sinaloa and Juarez drug-trafficking groups.

It might seem that a tough-fisted police chief is required for such a violent town. But Valles Garcia says she will take a reverse tactic, using a mostly female, unarmed force to patrol the streets and focus on social programs in schools and community-building. "The weapons we have are principles and values, which are the best weapons for prevention," she said. "Our work will be pure prevention. We are not going to be doing anything else other than prevention."

While she continues to garner praise for her courage, closer to home not all are thrilled with their new police chief. As CNN noted yesterday, one posting on the Periodista Digital site asked plainly: "Are there no men in Chihuahua?"

	The Mexican capital is in the vanguard of a growing regional trend towards greater respect for the rights of sexual minorities.

Mexico City - Alejandro González left the Catholic Church to join the gay-supportive Metropolitan Community Churches in Mexico, in search of a more open and tolerant place of worship.

"I switched to be genuine, and so there would be no gap between what I preach and what I live," González told IPS. "The church's message must not be one of finger-pointing and condemnation, but of acceptance."

Seven months ago, González became pastor of the "Casa de Luz" Church, affiliated with the Universal Fellowship of Metropolitan Community Churches (MCC), in the northern Mexican city of Monterrey.

The first MCC was founded in 1968 by gay rights activist Troy Perry in Los Angeles, California, in response to the strong homophobia in other churches.

The denomination, which is in the mainline Protestant tradition, specifically reaches out to the lesbian, gay, bisexual, and transgender (LGBT) community. It is considered the first Christian church to have recognised the necessity of ministering to the needs of LGBT people around the world.

The Universal Fellowship of MCC has member congregations in 23 countries, including Argentina, Brazil, Chile, Colombia, El Salvador, Mexico, Nicaragua, Uruguay and Venezuela, in Latin America.

It arrived in Mexico in 1998, when David Pettitt, an MCC pastor from the United States, founded the Casa de Luz church.

The MCC - or ICM, its Spanish acronym - also has branches in the northern city of Piedras Negras and in Guadalajara in western Mexico. The congregation in Monterrey has 80 members.

Other Christian churches welcoming the LGBT community have emerged in Mexico in recent years, in response to the discrimination that members of sexual minorities complain about in more traditional churches, especially the Catholic Church.

There are now at least six large inclusive religious communities in this Latin American country.

"We are people who have been hurt by the Christian church, with social impacts that affect us in the area of religion as well," pastor Liliana Huerta, one of the five people who lead the Comunidad Cristiana de Esperanza (CCE - Christian Community of Hope), a pentecostal church, told IPS. "Our community emerged from the need to build an inclusive church."

The CCE, which was founded in 2000, now has a congregation of 200. In November it will open its second church in Mexico, on the south side of the capital. It also has branches in Argentina, Brazil, Portugal and Spain.

There are a total of 7,392 religious associations registered in Mexico, 7,360 of which are Christian. The rest are Jewish, Muslim, Buddhist, Hindu and others. (An estimated 90 percent of Mexicans are Catholic.)

Of the Christian churches, 4,050 are evangelical, 3,190 are Catholic, 89 are mainline Protestant, 28 are orthodox and three are from other traditions, according to the interior ministry's national office of religious associations.

The Mexican capital is in the vanguard of a growing regional trend towards greater respect for the rights of sexual minorities. For example, the city government passed a law legalising gay marriage and adoption by same-sex couples.

Since the law went into effect in March, 433 same-sex couples - 232 gay couples and 201 lesbian couples - have married in the city, according to the Mexico City civil registry.

"We created this place free of marginalisation and lack of respect, where we talk about religious questions and try to understand sexuality in a spiritual light," pastor Salvador Barragán of the "Reconciliación" Metropolitan Community Church, told IPS.

The Reconciliación church was founded in 1981 by John P. Doner, a pastor from the United States. The church, which was initially linked to the Universal Fellowship of the MCC, went its own way in 2006. Although it only has around 20 active members, its religious services usually draw some 70 people.

Barragán distanced himself from the Catholic faith two decades ago because he felt marginalised due to his sexual orientation. He has headed the Reconciliación church since November 2009, after the death of the last pastor, Jorge Sosa, an activist for LGBT rights.

The Catholic Church considers homosexual behaviour a sin and is opposed to same-sex civil unions or marriages.

"They continue to maintain a way of thinking that keeps people stuck in an anti-rights mindset," Barragán said.

In February, the Casa de Luz church held collective ceremonies to bless homosexual couples in Monterrey, and it will repeat the event next year.

In the Comunidad Cristiana de Esperanza church, two couples have been married since it was founded.

"Being a church that is different from the traditional church is part of our activism," said González, who replaced Uruguayan pastor Fernando Frontán.

But despite the dedication and activism of the congregations of these churches, there are few links among them and with other institutions. "We need to converse with other groups, to fight the anti-church attitude," Barragán said.

The CCE's Huerta said, however, that other denominations have asked them for advice in terms of studies on homosexuality in the light of Biblical texts.

She added, nevertheless, that "We have a long way to go. We have to take firm steps in our growth."

Mexico City — The entire police force of a small northern Mexican town has quit after gunmen attacked their headquarters.

Los Ramones Mayor Santos Salinas says nobody was injured.

But he told Reforma newspaper that all 14 members of the force resigned Tuesday, a day after the shooting.

Nobody answered the phones at Salinas' offices.

Los Ramones is in Nuevo Leon, a state torn by fighting between the Gulf and Zetas drug gangs. Police stations in small northeastern Mexican towns are frequently attacked, and several mayors have been assassinated.

Mexico's ill-equipped municipal forces often quit after cartel attacks.

President Felipe Calderon has proposed eliminating Mexico's municipal forces and replacing them with one force per state.

The motels we stayed in were economical and clean. And for the same price range, much cleaner than in Arizona.

I am settled into Mexico Life in La Penita. The days have cooled down considerably and for those that have been here at this time, will find the humidity less daunting than usual.
I want to mention that many of my friends have arrived without problem. Saw nothing out of the ordinary.
While many of you may want to avois Tepic and the violence in Xalisco, DO NOT TRY THE SAN BLAS ROUTE. I had a close friend try that route and said cars and RVs would never make it because bridges are still out from the floods and only veru high clearance vehicles can make it.

Anyway, please write in when you have made your destination.
